It was decided on June 12, 1997 by the citizenship. The legal basis is the Federal Nature Conservation Act and the Hamburg Law on the Implementation of the Federal Nature Conservation Act. With the landscape program, significant landscape components, valuable animal and plant species and their habitats are secured and the diversity, uniqueness and beauty as well as the recreational value of nature and landscape are preserved. With the protection of Hamburg's cultural landscapes, the natural resources of soil, water and air and the safeguarding of open spaces, the quality of life of the residents should be maintained or improved. Climate protection and adaptation to climate change, the provision of green spaces and the quality of green spaces are also important issues in the landscape program. In addition to the land use plan, the landscape program is a key control instrument for Hamburg-wide issues relevant to land use. The landscape program is binding for politics and administration. Its goals and content must be taken into account in the overall urban development plan. However, citizens cannot derive any legal entitlement from the landscape programme. The contents of the landscape program are developed and presented for three main topics: Recreation/landscape - urban climate/natural balance and species and biotope protection (i.d. species and biotope protection map of the landscape program). The original sources from the data set "Species and biotope protection - AuBS (formerly APRO)" are used for the protected area information. The area-related planning content of the landscape program is presented in different planning categories, so-called 'milieus'. The milieu is the central area-related planning category, it includes use, structure and development goals of the respective area unit. Each milieu has specific development goals. In a second level of representation, the so-called 'overarching milieu functions', targets from the above-mentioned focal points of the landscape program are presented, which cannot be integrated into the milieu level. The landscape program can be changed or updated through formal change procedures decided by the citizenship. The content of the landscape program is always presented taking into account the planning goals of the land use plan. The landscape program consists of a plan at a scale of 1:20,000 (6 sheets) and a detailed explanatory report.
