Stops VRR

If the data of the Verkehrsverbund Rhein-Ruhr AöR (VRR AöR) becomes part of the OpenStreetMap database, it is sufficient to mention the VRR AöR in the list of contributors. It is then no longer necessary to name the VRR AöR each time the data is used by licensees of the above-mentioned database. An indirect mention (reference to the publisher of the database work, which in turn refers to the VRR AöR) is sufficient.
