The Personnel Statement constitutes an appendix to the models used for the regulatory presentation of the initial budget and the administrative account. This appendix is fixed by the budgetary and accounting instructions M14 for the Municipality and M52 for the Department. It lists all the jobs in the community (municipality or department), existing or newly created, and corresponding to the budgets voted or recorded.Although the regulations do not require updating the table of jobs that once a year, when the budget is voted, a local authority must be able to refer to an up-to-date table throughout the year, depending on the various job creations, deletions or modifications. Each update must be dated and kept. It can be appended to each deliberation on the creation, deletion or modification of a post, or simply be modified without adoption by the deliberative body.The presentation of the documents having been improved over the budgets, certain clarifications have been made: transition from an FTE count to that of FTE (see definitions below) from the 2013 CA, detail between full and incomplete time for budgetary staff; and between holders and non-holders for staff filled; from the 2012 BD, presence of Title IV staff. Budgetary staff and non-permanent staff are included in the data from the 2013 CA.
