Staff status

The Personnel Statement constitutes an annex to the models used for the regulatory presentation of the initial budget and the administrative account. This annex is established by budgetary and accounting instructions M14 for the Municipality and M52 for the Department. It lists all jobs in the community (municipality or department), existing or newly created, and corresponding to the budgets voted or recorded.Although the regulations do not require updating the table of jobs only once a year, when the budget is voted on, a community must be able to refer to an up-to-date table throughout the year, based on the various job creations, deletions or modifications. Each update must be dated and retained. It can be annexed to each deliberation relating to the creation, suppression or modification of a job, or simply be modified without adoption by the deliberative body.The presentation of the documents having been improved over the budgets, certain details could be made: transition from an FTE count to that of FTE (see definitions below) from the 2013 turnover, detail between full and incomplete time for budgetary staff; and between tenured and non-tenured employees for the staff employed; from the 2012 CA, presence of Title IV staff. The budgetary and non-permanent staff numbers are included in the data from the 2013 CA. COLLECTIVITY Community or Department.
