The Torrential penalty layer classifies the territory into penalty classes in relation to torrential phenomena, and is one of the themes that make up the Hazard Summary Map. The classification of the penalty is coded in the CSP field (P1 - negligible or absent, APP - areas to be investigated, P2 - low, P3 - medium, P4 - high). The cartographic basis for contextualization of the Hazard Summary Map is the Provincial Technical Map in force. The Hazard Summary Map is one of the constituent elements of the Provincial Urban Plan PUP (art. 21, paragraph 4, letter d) of the provincial law 4 August 2015, no. 15 and art. 3, paragraph 1 of the provincial law 27 May 2008, n. 5) and has the task of identifying areas characterized by different degrees of penalties for land use, due to the presence of hydrogeological, avalanche, seismic and forest fire hazards, described in the Hazard Maps (art. 10 of the provincial law of 1 July 2011, n. 9 and art. 14 of the provincial law of 27 May 2008, n.5). The Provincial Council with the resolution of 4 September 2020, n.1317 approved the summary map of the hazard, including the first update of the excerpt relating to the territory of the Municipality of Trento, the Municipality of Caldonazzo and the Municipalities of Aldeno, Cimone, Garniga Terme as well as to the territory of the municipalities included in the Rotaliana-Königsberg Community, and the changes made to the document of "Indications and clarifications for the application of the provisions concerning the areas with high, medium or low penalties and the areas with other types of penalties".
