Sand extractions and sand extraction zones

The subsurface of Overijssel offers opportunities for sand extraction. A distinction is made between multifunctional sand extraction and functional excavations. In multifunctional extractions, the main objective is the extraction of sand, but the extraction location also has other functions during and especially after use (nature, recreation, water storage, energy extraction). The location therefore has added value for the environment. The province of Overijssel requires new sand extraction locations to be multifunctional, to fit within the existing sand extraction network and to contribute to the preservation and strengthening of the area characteristics. New developments are only possible if it is substantiated that expanding existing locations is not a reasonable alternative. A functional excavation is linked to the realization of a socially desired function. Excavation is not an end in itself, but an essential part of the work to be carried out. The policy for functional excavations is aimed at preventing damage to nature and landscape as much as possible (while maintaining spatial quality) and at promoting economical use of space. With regard to preventing the use of finite raw materials, the province will use as many secondary and renewable raw materials as possible in its own works with a view to sustainable use of raw materials. In order to meet a future need for sand, the possibilities for expanding existing excavations must first be explored before working on a new location. The requirements of multifunctionality and integration in accordance with the area characteristics also apply to the expansion of existing sand extraction. Sand extraction at existing locations is subject to the conditions set out in the excavation permit issued for this purpose.
